ICE Killed Lorenzo Salgado Araujo. Now It’s Trying to Deport Everyone Who Saw It Happen.
On Tuesday morning at 6:50 a.m., Lorenzo Salgado Araujo — a 52-year-old Mexican national, father of three, small business owner who had lived in the United States for 35 years and was in the process of obtaining legal status — got into a van with his brother and two employees and drove toward a construction site in Houston’s predominantly Latino East End neighborhood.
He did not arrive.
ICE agents intercepted the vehicle. A shot was fired. Salgado Araujo was struck in the abdomen. He was transported to a hospital. His son Ronaldo learned his father was dead from a video on social media. He recognized him by his voice.
The Department of Homeland Security issued its statement before the body was cold. Salgado Araujo had, they said, “weaponized his vehicle in an attempt to run over an ICE law enforcement officer.” An agent had fired “in self-defense.” DHS offered no evidence. There was no footage released. There was no independent verification. There was only the statement, which followed the same template used in every previous ICE shooting: the victim attacked, the agents defended themselves, the shooting was justified.
But there were witnesses this time. Three of them. They were in the van. They saw what happened.
The men — Victor Hugo Salgado Araujo, the deceased’s brother, as well as Daniel Tirado Pantoja and Jose Trinidad Rojas Pliego — were in the same work vehicle as Salgado Araujo when an ICE officer opened fire and killed him.
They were detained by ICE during the encounter, and we haven’t heard from them publicly about what happened. Now, those three men are under pressure from immigration officials to agree to self-deport.
“We know specifically that they have been pressured to sign self-deportation orders,” said Juan Proaño, CEO of the League of United Latin American Citizens. “We’re working really, really hard to see if we can find representation for them — and to make sure that we can get their witness statements, their accounts of what actually happened.”
Proaño characterized the situation as seemingly “an effort by DHS to get rid of the only eyewitnesses to what happened.”
What “Self-Deportation” Actually Means
Self-deportation is a bureaucratic euphemism. What it means in practice is that a detained immigrant is presented with paperwork — a voluntary departure order — and pressured to sign it. Signing the order means agreeing to leave the country and abandoning any legal process. Once signed, the person is removed. Once removed, they are gone. Their testimony goes with them.
“You don’t pressure witnesses to a shooting to self-deport if your goal is to get to the bottom of what happened,” said Radley Balko, a criminal justice reform expert. “You pressure them to self-deport when you want to make sure that nobody learns what actually happened.”
The men are in ICE custody. ICE is the agency being investigated. ICE is also the agency presenting them with the paperwork. They reportedly have no lawyers. Some of the men may be inclined to sign to avoid longer-term detention.
This is not a coincidence. This is a design.
The Pattern
DHS has a lengthy record of lying about the people ICE officers have shot. The Houston shooting is not the first time this administration has killed someone and then offered a self-serving account that video or witnesses later contradicted.
Renée Nicole Good, a mother of three and poet, was fatally shot by an ICE agent in Minneapolis on January 7, 2026. DHS officials said she used her SUV as a weapon. Videos posted to social media from multiple angles show an ICE officer approaching her Honda Pilot after it stopped, pulling on the handle before the SUV begins moving forward. A second officer standing in front of the vehicle then draws his weapon and fires at least two shots at close range.
In the case of Julio Cesar Sosa-Celis, the government initially alleged that he and another man attacked law enforcement with a shovel before a shooting — but video later showed that this did not happen. ICE agent Christian Castro currently faces charges in Minnesota of second-degree assault and falsely reporting a crime for allegedly shooting Sosa-Celis then lying about the circumstances.
Following the death of Alex Pretti, a 37-year-old intensive care nurse, DHS said he approached Border Patrol officers with a semiautomatic handgun. However, videos recorded by bystanders showed Pretti standing in the street holding what appeared to be a cellphone and recording federal agents.
Before getting the results of 16 federal investigations into fatal and nonfatal shootings by DHS officers, the Trump administration declared the shootings were justified.
All of them. Before the investigations concluded. Every one justified. The template precedes the facts.
The Son
Salgado Araujo’s son Ronaldo had conversations with his father about what to do if ICE stopped him. He would not sign anything, and would instead work from detention with family and lawyers to secure his legal release. Salgado also said unmarked cars had been following his father, and that had he seen a sign that they were law enforcement, “my father would have complied — he would have stopped, he would have not run away.” Salgado suggested his father may have been afraid of being robbed by the people driving the vehicles.
A man who had lived in this country for 35 years had to have conversations with his children about how to survive an encounter with federal agents on his way to work. He had a plan. He followed it. He is dead.
The hospital where Salgado Araujo was taken would not tell his son what happened to his father. Nor would law enforcement. He learned his father had died from a video on social media. He recognized him by his voice.
“That’s how I want the world to know my father, not as someone who got shot and killed,” Ronaldo told reporters.
The Cover-Up Infrastructure
Federal law enforcement has shut out the Harris County District Attorney’s Office from the federal investigation, with “access to key evidence” under “federal control,” according to the district attorney’s spokesperson.
The agency that did the shooting controls the evidence. The agency that controls the evidence is also controlling access to the witnesses. The witnesses are being pressured to leave the country. The local prosecutors who might pursue accountability have been frozen out.
The Trump administration’s mass deportation efforts have disrupted criminal prosecutions across the country with the removal of crime victims, defendants and witnesses in the middle of investigations and trials, according to a recent report from the House Judiciary Committee.
This is not an accident. For ICE’s mission of mass deportations, controlling the narrative is as critical as filling detention centers at record rates.
“There is precedent for this,” Balko said of ICE’s apparent response to the Texas shooting. “We have seen a pattern of ICE involvement in shootings and excessive use of force. Each time, a family is left without answers and a community is left in fear.”
What This Is
The government killed a man. The government detained the witnesses to the killing. The government is now pressuring those witnesses — without lawyers, in custody, facing long-term detention as the alternative — to sign paperwork agreeing to leave the country before they can tell anyone what they saw.
This is witness tampering. It is obstruction of justice conducted by the agency that committed the act being witnessed. It is being conducted in broad daylight, described openly to journalists, and acknowledged by DHS through the silence of its non-response.
“These men hold the key to what actually happened,” Proaño said. The last thing Republicans want with the midterms approaching is another big backlash. Yet as we’ve seen again and again, ramping up this level of paramilitary force — and unleashing it to violently extract longtime residents and business owners from deep within local communities — of necessity creates the tinderbox conditions that make deadly shootings a matter of when, not if. The authors of these conditions are Donald Trump and Stephen Miller.
Lorenzo Salgado Araujo left his house at 6:50 in the morning to go to work. His brother was in the car. Three men know what happened next. The government that killed him is now trying to make sure those three men are in another country before they can say a word about it.
That is where we are. That is what this country has become.
